4-20-2022 Board Meeting

 

 

Lowell Hagen called the meeting to order at 7:00 PM.

In attendance: Hagen, Prusener, Strand, Boiley, Ahrens

 

Bob made a motion to approve the agenda as presented, norm seconded the motion and the motion carried.

Norm made a motion to approve the minutes from the 3-18-2022 Special Meeting, Bob seconded the motion and the motion carried.

Treasurer report:

Bank balances were read. The monthly budget payment for WE Energies was raised from $257 per month to $307.00 per month.

 

Clerk’s report:

  1. Voter turnout – 358. The workers left the building at 8:20 PM – perhaps a record.
  2. Flowing well test reports that there is neither Coliform nor e.coli present in the water
  3. EMS calls for the month – 8
  4. Dan Kaiser – too late for agenda – concerns about traffic on Ridge Rd now that it has been resurfaced, cars are ignoring speed limits. Can anything be done to slow down traffic? Signage? Speed bumps?
  5. Emergency Operations Plan Update – Walworth County is seeking an updated plan. As there was no knowledge regarding that report, Jorja will research previously issued Emergency Operations Plan.

Norm made a motion to accept the Clerk/Treasurer reports, seconded by Bob and the motion carried.

  1. Supervisors’ reports
  • Norm – waiting for the buoys; problem with Styrofoam liners which has delayed delivery. Suggestion is offered that the buoys should be stored in a climate-controlled area and that should extend the life of the buoys.
  • Bob –  no report
  • Lowell – there was a recent decision by John’s Disposal to stop the service for residents to drop off yard waste at their facility. Part of the reasoning was issues with yard waste not being properly bagged, leaving electronics which is not allowed and a couple of confrontations between residents and staff at John’s. Norm spoke with Nate Austin, the rep, and suggested that the change not take place prior to the end of the current contract (2023).

 

A resident stopped by his home and was asking questions about allowing ATV’s on Township roads. Other towns in the area are allowing the usage. One opinion is that there is already limited area to drive on the roads around the lake as it is.  Owners need to purchase license plates and stickers for the ATV’s to be operated legally.

 

  • Public Works report –

Carl has been meeting with various road contractors as a lead up to the bidding process for the 2022 projects.
Work is being completed to clean up the plows and set up the chipper.
A retired person is interested in the part time help position and is also interested in plowing.

Lowell raised the issue of using the ARPA funds towards the purchase price of a plow truck. The new truck price will be confirmed in the next few days, but the original quote was $208,000.00.  Norm made a motion to use the ARPA money towards the purchase, Bob seconded the motion and the motion carried. Carl will work with the vendor to properly equip the truck.

Sheriff’s report – Nick indicated that there were 164 calls during March and nothing major. Bob Strand is asking for setting up speed monitors on Ridge and Island Road.

Two notices have been published regarding collection costs for road projects for 2022.

Bob made a motion to hire Crack Sealing at an amount not to exceed $24,999.00 for May projects. Norm seconded the motion and the motion carried. Specific roads that will be repaired: R&W, Island Road, Willis Ray Road, Lorwood Drive.

Ernie Roy indicated there is a hole at Brown and R&W. Even though it is Richmond’s responsibility, Carl  did make the repairs.

5-year plan for roads – tabled

Ordinance change discussion for Whitewater/Rice Lakes prohibition of landing aircraft on ice & water. Since the existing ordinance clearly states that planes are not allowed to land on any waterway, at any time.

Gary Marvin attended the meeting to discuss the John’s Disposal issue. He was appreciative that the problem was already solved.

Lowell Hagen invited Randy Johnston from Johnston Sand & Gravel to attend the meeting for a discussion related to potential damage to roads since the company is going to be actively hauling sand and gravel. There is a substantial risk to the roads with the hauling of heavy equipment. Lowell is suggesting a bond to take care of any damage that might occur to roads. There are 2.5 miles of road that may be affected. The company is considering adding a driveway that would lead directly from the property to R&W Town Line Road.

WE Energies – tabled.

Public input –

Robert Sivek – there are no street signs at State Road and Kettle Moraine. Discussion regarding installing a street sign at that intersection.

Bills were reviewed and checks signed.

 

Norm made a motion to adjourn, seconded by Lowell and the motion carried. The meeting adjourned at 8:00 PM
